The Peace Protocols adopt the mathematics of control theory and invert its purpose. Where extractive systems asked how do we amplify scarcity to maximize control, the Protocols ask: how do we engineer abundance to maximize sovereignty?
The hypothesis is radical but testable: when essential provisioning is decentralized across the 12 Resource Realms, and when sovereignty is restored across the 7 Sovereign Bodies, the resulting system enters a stable equilibrium that is measurably superior — faster to recover, harder to destabilize, and inherently more humane.

Peace Efficiency Index (Pe)

The sum across 12 Resource Realms of each realm’s regenerative output relative to its dependency on centralized provisioning. Pe rises whenever a realm becomes more productive locally or less dependent on imports.
Community Vitality Index (CVI)
CVI = (H + Dg + F) / (S + Db + De)
CVI pairs outer provisioning with inner flourishing. Health, Dignity, and Freedom in the numerator. Scarcity, Debt Burden, and Dependency in the denominator. It rises when human flourishing outpaces structural oppression.
Theorem 1: Asymptotic Stability
Under regenerative feedback conditions (αᵢ > 0 for every realm, λ > 0), the Abundance Equilibrium is locally asymptotically stable. The Scarcity Equilibrium is an unstable saddle point. Any perturbation toward sovereignty sets the system on a trajectory toward abundance.
